
Jesse Maarit Laitinen is a social development specialist and the founder of Streetscapes in Cape Town—a programme transforming forgotten city corners into gardens of hope and pathways out of chronic homelessness. Originally from Finland, she has lived in South Africa since 1997 and has dedicated nearly three decades to advancing human-centred, community-driven solutions across the region.
With over 20 years of professional experience, she blends strategic insight with compassion and practical innovation. Before founding Streetscapes in 2014, Jesse spent 15 years managing international development funding for the Finnish Ministry of Foreign Affairs. As Programme Manager for the Local Cooperation Fund at the Embassy of Finland in Pretoria, she oversaw more than 500 projects across Southern Africa—shaping strategy, supporting grassroots partners and reporting directly to the Ambassador. This experience grounded her commitment to inclusive development and systems-level change.
At Streetscapes, Jesse has pioneered a holistic model that reimagines homelessness through work, housing, dignity and long-term social reintegration. The programme offers inclusive employment, transitional and supportive housing and integrated psychosocial care, while revitalising neglected urban spaces. Under her leadership, it has grown into a recognised multi-site initiative known for measurable impact and strong cross-sector partnerships.
Jesse holds a Bachelor of Social Sciences from the University of Helsinki, specialising in Political History and Development Studies. She is also the mother of one son, who inspires her commitment to building cities where everyone belongs.
